Some infantry units have rifles with 1 HE power, some 2 HE power and some 3 HE power. It is obvious, that the higher this number is, the more powerful this unit is against lightly armoured vehcles - for example, I noticed that spetsnatz shoot down helicopters insanely fast, almost instantly.

My question, though, is how much of a difference does HE power make in pure infantry vs infantry combat? What exactly does it do?

If you put chasseur famas against legion (both cost 10), which one of them come out as a victor? Will the higher HE power of legion reign supreme or will the higher rof and accuracy of chasseur famas win the day?

Legion winner by a good margin.
Even paratroopers or panzergrenadier will win against infantry units with one/two men lost.

Then Special forces will mow down HE1 units but will suffer quite a few losses against HE 2 units.

And Spetznas for example also have a HE rocket launcher.

NATO vs NATO :

In forest 1v1 :
SAS = Delta > Sapeurs > Ferspäher > Paratrooper > Legion FAMAS > Legion > Blowpipe Vet4 > Jäger = Fusiliers > Chasseurs FAMAS > Riflemen

In the open max range 1v1 :
Ferspäher > Deltas = SAS = Panzergrenadier > Paratrooper > Legion FAMAS > Blowpipe Vet4 > Legion > Jäger = Fusiliers > Sapeurs > Chasseurs FAMAS > Riflemen

I havent done PACT vs PACT and NATO vs PACT yet.

Wouldn't Delta be superior to Fernspäher at max range out in the open due to their higher rate of fire?

Also, I've never tried it so I'm curious, what effect do the flashbangs that the SAS carry have on infantry (or vehicles, if any)?

Flash genade stun things. That's why SAS and deltas are so powerfull in forests.

Caliber has more effect than rate of fire : 7.62 weapons stun faster than 5.56 even if you should kill faster with a higher rate of fire the rule of infantry battle is : If you're stunned before the ennemy you're dead.

+ the accuracy dispayed in the armory is wrong

Paratroopers have acc 11, SAS and Panzergrenadier 12 and Fernspäher 14

I will update my chart as soon when I am finished with PACT units and PACT vs NATO comparison.

My opponent had a cv inside a forest, together with 1 squad of 5 spetznaz (HE3). I wanted to kill it with 6 cobras, they all got instantly butchered by the rifles. When its about AA for over a forest infantry with high HE is a beast. Against infantry the HE2 inf is significantly better than HE1 inf.

Wow! Chasseurs FAMAS so bad? I thought they were the top for infantry

Well they have excellent stats vs vehicles, but they arent awesome against enemy infantry.

It's not only their effectiveness vs infantry, but a combination of availability, cost, good power vs other infantry, great anti-tank and 2 good transports that they come with that makes them so good.
