Might depend quite a bit on the editor - is it easy to use, how good the UI is, how powerful it is, ie. can you make good maps easily.

But you might be surprised. I've seen a good number of small titles get good modding/map making attention. Eg. Homeworld 2, WiC, Battlezone. Heck, I did quite a bit myself :) We have a good quality community here, plus it's a niche game that probably don't get much more content from the developer, so the motivation for something from the community is there.

So the promise part is that this information was given before the release, and some players bought the game with the expectation that we would get mod/map tools. Still it's a roadmap that could have changed if conditions changed.

Yes, those games are not what you would call best sellers are they? At best niche games I would say.

Mods dont count.
