Nope, we didn't "hotfixed it back": the Atacka never changed.
It is not a F&F missile: if the Havoc goes down or out of range, or lose sight on target, the missile is indeed trashed. And it can't fire another missile 'til the first one has hit target or missed, contrary to Hellfires which may be fired in quick succession.
BUT the Atacka has the unique ability among non-F&F ATGM to be fired on the move ...

Not quite unique, due to what I assume is a bug: The Mi-24V (and only the V) can fire Kokons on the move.

Well, this one is indeed a bug. ;)
It is fixed on our side, you just have a few more days to take advantage of it ...

While we're talking about Mi-24s, have you considered giving the VP a turret? I think in real life it has a dual autocannon like it does in game but it's turreted, which does make a gameplay difference. Could even see people use them. :p

Since the Mi-24P can still shoot ground targets while flaring, I don't think there's any actual affect to having a gun in a turret. In real life, the Mi-24VP had a GSh-23L in its turret with 450 rounds of ammo. I think it would be more useful if it carried S-8 rockets instead of S-5.

There is an effect, go try it. If they're lucky they might shoot a tiny little burst but in general can't fire when they're flaring, moving or doing anything except hovering perfectly still.

the Hind was supposed to work more like a ground attack plane then , as we are used to, helos.
