What units are good for some sneaky attacks to command vehicles in the backfield?
Choppers aren't most of times viable because almost everyone has a AA unit next to his command trucks/jeeps

Any of the autocannon scout vehicles has been known to kill the occational unprotected unarmoured command vehicle, they are also able to keep shooting at command helicopters after they try to get away. Don't rely on their efficiency against competent players though.

One or two platoons of regular infantry in fast APCs (Spartan, Fuchs, OT-64, VAB). Flank, rush into the forest, unload your bazookas at point blank range. The only problem of the basic SKOT is that it has no MG, so you can't chase a fleeing command efficiently.
Attack from two sides at the same time, so flamethrowers won't kill all your troops in 2s.
Also, you can use special forces hidden near a well protected ennemy command to spot for your arty. SF are almost invisible in bushes.

which one can handle the cheap AA vehicles most players use near their command vehicles while being cheap and some kind of fast?

Depends. Autocannon recon are pretty good; any that come with ATGMs are just a bonus (M1 Bradley, for example).

The Gazelle and the Kiowa are both fast scout helicopters with exceptional optics that are armed, and the Kiowa's ATGMs outrange some AA.
