The M60 should take more, I believe. Either 1 shot, or 2 shot generally.

Does this mean cheap tanks are best used up close since they'll die at long range anyway (damned if they do, damned if they don't) but can penetrate heavier armor up close?

Damage(health lost) is the amount of AP that gets past the Armour roll.

If you do AP 9 and hit 9 Armour you'll do 1 damage, (AP+1-Armour)
(9+1-9)
If your target has 10hitpoints, be prepared to hit him 9 more times.

If you do AP 9 and hit an Armour 3 target you'll do 7 damage to that target (9+1-3)

Depends on the unit.

A Tpz Fuchs is 5(I think) and an M113 is 10(I think)

? the little white boxes if you click on an unit.

But there has to be a random component aswell. Dmg is not always ap+1-armor.
Its often more at the same target, same range, tested it with marder vt and t-62.
edit: and same ankle, all at the front.

I think criticals are an automatic 2x damage. That could be the random factor you see. Thus far it's the only differentiating factor I've witnessed.
