First of all, there is no distinction between ranked and non-ranked, every race is taken into account.
At each race you earn points depending on your time, from +00 to +thousands of points.

For the same time, some players earn +500 and others only +10.
On WEE, a mix between this and the elo system could work nice.

I think the main problem is: In other RTS-Games the ranked game is the most important part of the multiplayer (total war, starcraft 2), but in WEE it's only "addition" to the normal hosted games.
