If snow maps are coming, then developers need to create new winter camo for every unit and it takes time. But can look nice.

From working on mods in the past, this isn't necessarily that hard to do - it depends on how the units are currently skinned. I converted some woodland camo helis into UN helis using colour replace in photostop, and it took about 10 minutes.

Yes it is easy to do a command line batch job to run trough all image files to convert specific colors to wanted so even a thousand file can be processed in minute or two (depending of resolution and compression).

But question isn't how easy it is to automate but how easy it is to make every unit winter camo authentic. As different color palette was used (5 instead just 4) and different painting styles (painting over, covering one or two colors with one) so it is more than just making a batch script to process all but it would demand every skin repainted by hand.

So question is just how (and if) different countries painted winter camo, in different eras and to different units.
