At low point games, not much you can do. High point games, chuck a few of those zsu-23 support vehicles in the mix to beef up your machine gun fire, and get into forests, they have to come in close then. If you have smerch or similar, they can do wonders against a tight mass of helo spam.

Buk and tunguska are rather expensive AA. Use shilka, afghanski, OSA and iglas. Iglas especially could be useful with heli rushes as they are hard to spot - I get heli rushed VERY rarely but last time I did the problem was that the AA trucks got easily killed by the helis. Infantry will be spotted fairly late. Make sure to spread your units.

The Shilka line is pointless. Use the Afghanskii. If you need more accuracy, vet it.

I usually go with the Praga. That line gives you the Strop 2, which is a good missile. The cannon's range is also longer than the Afghanskii's.

Heli spam has never ever been an effective strategy, I'm still yet to lose to it (though I'm glad to see it's subsided given how boring it is to beat).

PACT: 2 BUK-MI ought to hold you over. Keep some supply trucks with 'em. Alternatively 2 Tung has done everything I need them to do. (Some of my friends prefer the Strop for the speed).

NATO: I usually run 2 Marder Roland, but I've been playing 2v2s mostly and my buddy runs 4 Chaparral for area defense. I also have a fair few 20mm or .50 cal guns in the army to hold them off, and have been running AH-1S off the start (which can almost insta-panic PACT helos with those miniguns).

People are adjusting to the heli "spam". I would occasionally grab a couple Apaches off the start in a 2v2 4K but it's just too risky with so much AA. With 4 AH-1S coming in at the same cost of a single Apache (and PACT having similar options) you can still run helis for the tank stun if you're smart about it and some people are. AA is important, but you don't need as much as you have, just keep it in the right position.

the area effect is really a killer on mass chopper spamming. Thanksfully enough, people who play that way usually never try to make the strike packages smaller. My Rolands, my Buks and my Tunguska always had great fun, and I am lucky enough never to have fallen to this tactic yet. M42 Duster spam has a great cleaning effect too in such occasions...
