I like the tungsuka. But there's something I noticed in many games which often prevents me from buying them:
BUK will decisevly perform better in dominating the airspace of whole regions.
Regarding autocannon range (esp. if there's a great helo rush coming in/rush on the ground) they tend to be quickly blown away. You'll lose some 70 points and the backbone of your AA defense. I would presume that in many cirumstances small Weapons (APCs, inf tank HMGs shooting from woods p.e.) or two Iglas/Shilkas tend to stun, then rip apart helos while a single tunguska will fail in this task.
A combination of a single BUK placed a superior firing pos somewhere in the back always ready to be shifted along the lines where needed, hidden Iglas and a couple of Shilkas in hot-spots all backed up by good recce, inf and APCs/IFVs in woods seems the best AA solution to me. Because its not only dominating airspace, it's also more capabable of withstanding ground attacks.
In the middle of an ongoing battle it often comes down to quantity, while on the periphery some quality units will deal equal or superior damage.
Doesn't make the tunguska a bad choice, though
