You can do a black list on your won as you see fit, but not publicly displaying names of people whom are playing a way you don't like.

You may report cheaters if backed up by a solid replay. But, even if we're in a Cold War context, no McCarthysm/blacklisting will be allowed here for using some tactics, even the lamest.
